The meeting was called to order by Chairman Harris at 1:03 PM.
The minutes of the October 11, 2008 meeting were approved following a motion by Zielinski and seconded by Klingsporn.
Treasurer’s report by Zielinski reported a balance of $8978.26. Motion by Weise and seconded by Klingsporn for approval.
Committee reports:
Lake Registry – M. Platner presented the maps of the new boundaries of Alma/Moon LPRD and the Little St Germain LPRD. All Commissioners will have to sign the document (Legal Description of Alma Lake-Moon Lake Protection Rehabilitation District) and then have the document notarized at M&I Bank, St. Germain.
Water Quality – Platner and LPRD purchased a new Hach DO Meter for $1373.95 and sold the old unit at the WAL meeting for $200. Purchase was approved. Motion - Beier. Second - Radtke.
St. Germain Lakes – Weise gave the committee report. This year’s grant request did not make the cut. The committee will not be manning the booth this summer at the Monday St. Germain Flea Market.
Website – Klingsporn –reported he is unable to upload photos on the LPRD web site. He will follow up on some resources to resolve the problem. www.almamoon.org
Shoreland Restoration Grant, Moon Beach Camp – The Grant was the first discussion item of the meeting. It is an $81,000 lake protection grant. Mike Meyer, DNR - presented a request of approval of a supplemental grant application of an additional $18,100 to complete the project. See attached document. Meyer and staff will provide the 25% match required. LPRD should submit protection request document with a cover letter to Kevin Gauthier, DNR, Northern District, Rhinelander postmarked May 1, 2009. Zielinski - move to approve grant request submission and Beier - second. Approval unanimous. Chairman will submit request.
District Budget – Zielinski presented a budget proposal to include operational expenses of $5,080 for 2009-10. This is a reduction of $50 from the 2008-09 budgets. The $1000 that had been carried in an escrow account was utilized in 2008-09 and will not be available. This will require a tax levy increase of $.04 per thousand dollars of evaluation. If approved it will increase from $.12 to $.16 per thousand. This will be about a $12 increase on a $300,000 property. Request to approve the budget will be presented to voters at the annual meeting. Motion – Klingsporn. Second – Beier.
Commission Nominating/Training – Commissioner Thompson’s position is up for election this year. Don indicated he would be available for nomination to serve the 3 years cycle. Owens was appointed by Chairman Harris to seek nominations and prepare a ballot for the annual meeting.
WAL Conference – Milt and Margie Klingsporn were LPRD delegates to the Wisconsin Lakes Annual Conference, March 18-20, 2009, Green Bay, WI. Milt reported an informative session, good presenters, and valuable contacts.
Display/Lake Leaders Poster – Claude Van Hefty and Chairman Harris will work on a past lake leaders display.
Social – Don and Mary Thompson will replace Dave Zielinski and Kris Main on the committee.
Annual Meeting:
June 13, 2009, annual meeting, Moon Beach Camp
Assignments were made to get materials to members
Eligible voters – discussion on eligible voters for the annual meeting, confirmed residents and/or owners can vote.
Announcements: Klingsporn has put most of the meeting minutes and records on CD’s for future commissioners’ reference.
Motion to adjourn - Zielinski. Second - Klingsporn. Meeting adjourned at 4:15 PM.
