Commissioners Present:  Glenn Svetnicka, chair
                                     Dave Zielinski, treasurer

                                     Todd Wiese, Town of St. Germain representative
                                     Fred Radtke, Vilas County representative

The meeting was called to order by Chairman Svetnicka at 9:05 AM.

I. Select Gatekeeper – Todd Wiese volunteered.

II. The minutes of the September 9, 2009 meeting were approved following a motion by Weise and seconded by Beier. Carried.

III. Treasurer Zielinski reported a balance of $8729.53 in the treasury. Accept treasurer’s report motion by Thompson and seconded by Harris for approval. Carried.

Bonding - There was a discussion if there was a need for bonding Dave Zielinski as treasurer. It was decided unnecessary.

Reassessment of Township - A short discussion on the reassessment of the Township where the District individual land assessments went up about 54%. The Board of Review is November 16, 2009 at 9:00 AM to 1:00 PM at the town hall.

IV. Committee Reports

A. Lake Registry, District Boundaries,  Lakeside address signs

Lake Registry - Platner talked about the lake registry and showed a lake map with landowner’s names. Owens suggested alphabetizing the owner’s names. Cost per map is $4/map. Weise motioned we provide 1 lake map per LPRD member and Beier seconded.  Carried.

District Boundaries - Platner said the County Surveyor has been asked to get a legal description to split the District boundaries with Little St. Germain Lake on the north end of Moon Lake.

Lakeside address signs - a one-sided reflective sign from Rent-A-Flash Company is $8.40/sign. Weise suggested a Town order may be cheaper. Owens suggested ordering 4”x8” non-reflective signs for 85 District members. Harris motioned we go forward on the signs as per Owens suggestion. Beier seconded. Carried. Weise will get additional information to Platner.

B. Fish Stocking/Cribs/Brushing – nothing to report

C. Water Quality/Level – Svetnicka talked about the tree drops in Moon Lake. It appears the expenses for Shoreland restoration may come in under budget. Little St. Germain Lake is recruiting possible Shoreland owners to do similar restoration. Steve Gilbert, Vilas County Fish Manager may survey Moon Lake.

Beier stated Moon Lake’s clarity is down to 15 feet from 18 feet the previous year. Owens said Alma Lake has not changed in clarity. O2 levels are constant on both lakes.

Svetnicka explained the drawdown of surface water from pumping water from the lake. To summary he said, “Just remember 3.5 million gallons of water to reduce 1” of the lake vertical.”

D. Web page – Klingsporn said the web site provider has become more cooperative. The minutes of quarterly meeting will continue on the site. Also included are Commissioners, phone and address unless they opt out. The budget will also appear.

E. Town of St. Germain Lakes Committee - Committee has been discussing the lake planning grant. The state-local share is 75%-25%. The committee may cover 50% of the 25% local share. The Alma-Moon LPRD 25% share would be $2800 or it could be as low as $1400 with in-kind contributions. Weise said the survey will collect comprehensive data for planning.

Radtke reviewed the Vilas County Lake Specialist position. It is cost-shared 60% state, 40% County. Radtke’s county board committee has requested to fill the position. Vilas County needs to take action.

V. Shoreland Restoration – see above information on item C. Water Quality/Level

VI. WAL Conference - Svetnicka authorized 3 people to attend the WAL meeting in March.

VII. Past Lake Leaders/Stewards of Our Waters/Lake History Document - Harris talked about the past lake leaders project.

VIII. Comments from District Residents/Other – nothing to report

Next quarterly Alma Moon LPRD meeting, February 20, 2010, 9:00 AM at Moon Beach Camp.
