Keynote speaker, Patrick Goggins
Patrick is a Lake Specialist who works for the University of Wisconsin-Stevens Point College of Natural Resources and the University-Extension Lakes out of the Wisconsin Department of Natural Resources Service Center in Rhinelander. Patrick presented interesting and exceptional facts regarding human effects on water, aquatic ecosystems, and the native flora of Wisconsin lake shores. His expertise will be used to review our Lake Management Plan and the quality of the flora surrounding Alma and Moon Lake.
I. Roll Call: 31 members present
II. Call to order: Chairman Waisbrot called the meeting to order at 1:37 pm.
III. Approval of June 15, 2013 Annual meeting minutes: Motion to approve by Clyde Owen, second by Mary Platner. Motion carried.
IV. Treasurer’s Report:
Dave Zielinski reported the various aspects of the budget report of fiscal year 2013/2014. Dave provided clarification and answered questions from members regarding tax revenue allocation and budgeted funds. Mr. Zielinski stated that the budget for 2014/2015 would be discussed latter in the meeting.
V. Committee Reports:
A. Fish Stocking and Habitat
Chairman Waisbrot reported that a meeting with Steve Gilbert, fisheries manager, Woodruff Office, WDNR, was held on Tuesday, June 10 at 10:00 am at the WDNR Woodruff office on Highway J. The meeting was attended by Ken Beier, Clyde Owens, Duane Harris, and Chairman Waisbrot. The meeting reviewed the two to five year stocking plan. The WDNR will be providing the district lakes with a balanced program that would stock Walleye one year and Musky the next year. The program will be stocking Musky the fall of 2014.
Cribs in both Alma and Moon Lakes were re-brushed over the past two years with the project being completed in spring of 2014. Chairman Waisbrot thanked the volunteers who helped with the brushing, provided brush stock and delivered it to the shoreline to supply the diver. Chairman Waisbrot stated the a PDF of the cribs was available in hard copy for District members.
B. Water Quality/Level
Mary Platner stated the water level was up one foot at this time. This appears to be a change in the trend of the past 8-9 years. The levels and other data are available on the web site. The level is measured off a monument installed by the USGS installed in 2002. USGS has the records of water levels and years measured. The lake water quality remains very good with clarity readings that exceed most lakes in Wisconsin.
C. Web Site:
Commissioner Milt Klingsporn stated the present web site is difficult to update and add photographs. He provided information on the proposed updated web site and that the site may be down for a period of time to bring the new site up. Commissioner Klingsporn stated that members have requested local information on the web site. Examples are Town Board information, recycling and items contained in the news letter.
D. Town of St Germain/Vilas County Committee Updates:
Chairman Waisbrot stated that there were no reports. The Town of St. Germain has not appointed a new representative to the commission. Vilas County Supervisor, Kim Simac has been appointed to the Alma Moon Lake Protection and Rehabilitation District. Supervisor Simac will be attending board meetings and District events.
E. Lake Management Plan/Report from Wisconsin Lakes Partnership Convention.
Ann Seibel and Mary Platner recommended that members attend the annual convention. The past convention was one of best presented and provided valuable information. Patrick Goggins also recommended that members attend.
Chairman Waisbrot reported that Commissioner Tischer was not able to attend the meeting today, but has requested feedback from residents regarding her revival and revitalization of the Newsletter. All the comments were positive and requests were made to include as much information as possible to communicate with the lake residents.
VI. Old Business:
A. Review of the no wake signage on Alma and Moon Lakes:
Chairman Waisbrot provided a report on the condition of the present signs and the work that has been completed. The last sign that needs work is the one entering the channel from Moon Lake to Alma Lake. The sign will be replaced. Thanks were extended to Ken Beier and Duane Harris for placing the marker buoys in the shallows approaching the channel. NOTE: the buoys are an indicator of the best place to traverse the shallows, be vigilant of the depth and your boats draft.
B. Crib Brushing Project Completion:
The project is completed and the crib brushing should last between three to five years depending on conditions. Maps are available in hard copy.
VII. New Business:
A. Approval of the 2014/2015 Budget:
Treasurer Dave Zielinski presented the Budget document for discussion and approval. This budget uses the carry over surplus of $1000.00 to reduce the tax levy. The estimated mill rate for the 2014/2015 budget is estimated to be $.17 based on an equalized value of $27,860,109.00. The budget was approved. The members thanked treasurer Zielinski for 20 years of service providing excellent budget documents and reports.
B. Election of New Commissioner-term of 2017:
Chairman Waisbrot stated that the position was held by Corliss Tischer, who has agreed to be nominated. Nominations were requested from the floor three times, no nominations were presented. The chairman requested a motion for a unanimous ballot for Corliss Tischer. The motion was made by Ann Seibel, a second was provided by Duane Harris. The motion carried.
VIII. Comments from the Lake District Residents/Good of the Lake District/other:
Marilyn Workinger, 1220 Shields road stated they have purchased Claude Van Hefty’s home and their home will be for sale. A request was made regarding the loon status. The loons are doing well at this time and are incubating on the nest.
IX. Adjourn Annual Meeting:
A motion to adjourn the annual meeting was made by John Mau. The motion received a second from Tom Schmelze. The motion carried. The meeting adjourned at 2:50 pm.
