I. Call to order: Chairman Waisbrot called the meeting to order at 9:08 am.
II. Approval of November 9, 2013 meeting minutes: Motion to approve by Dave Zielinski, second by Corliss Tischer Motion carried.
III. Treasurer’s Report: Dave Zielinski reported the ending balance was $16,222.35. The commission reviewed the budget and report for 2013/2014 and found the Treasurer’s report in order. The commission will audit the budget and reports at each regular meeting.
IV. Committee Reports:
A. Fish Stocking and Habitat/Alma Lake Crib Brushing Project: Chairman Waisbrot reported that is complete for both Alma Lake Moon Lake. The crib brushing work should last between five and seven years. The WDNR will be stocking 10″ to 11″ Musky in Alma and Moon Lakes, 14 in Alma lake and 32 in Moon lake. A meeting with Steve Gilbert, fisheries manager, Woodruff Office, WDNR, will be on Tuesday, June 10 at 10:00 am at the WDNR Woodruff office on highway J.
B. Water Quality/Level Water level and quality reports will be provided at the annual meeting. The water level is up at this time based on personal observations.
C. Web Site: The website has been renewed with Go Daddy for the next five years.
D. Town of St. Germain/Vilas County Committee Updates: Commissioners for Vilas County and Town of St. Germain have not been appointed at this time. Dave Zielinski reported that he attended the Town of St. Germain Lakes Committee. There was discussion of Little St. Germain Lakes invasive aquatic species program and the past work. Also there was discussion of the many informational tools being used to inform boaters about the importance of being aware of invasive aquatic species.
E. Newsletter committee report: Chairman Waisbrot recommended the annual news letter be provided in color. The commissioners agreed that color photos provide better service to the members. Corliss Tischer recommended a change to the newsletter format to simplify editing and the locating of photographs within the document. The commission agreed, Corliss will make the necessary changes for future newsletters. Newsletter articles should be written, edited and submitted for publication. The commission suggested that members provide their preference for receipt of the newsletter, whether electronically or hardcopy. Corliss Tischer accepted responsibility for the newsletter publication, all newsletter information should be sent to Corliss.
V. Old Business:
A. Website proposal for improvement: Milt provided the commission with a written proposal for the website improvements. Dave Zielinski recommended that the $600 project cost be paid as follows: $400 from this fiscal year budget and the balance from the next budget term. Additionally, commissioner Zielinski recommended budgeting for the balance of the project as well as training for two individuals. In addition to Milt Klingsporn, Corliss Tischer would received training to provide support depth. Amotion was made by Dave Zielinski to fund the $400 from this fiscal budget and $160 for training two individuals. The motion received a second from Corliss Tischer. The motion passed. The commissioners agreed that the meeting minutes will be maintained for the current year only and then moved to the archives.
B. Loon hatching platforms: Chairman Waisbrot received an email that the Loon nesting platform was in bad condition but the outside platform on Moon Lake was ok so they were switched with a plan to repair them. The commissioners agreed to maintain the platforms and provide funding if needed. The work is performed by volunteers led by our Loon Ranger, Terrie Beier and her husband, Ken.
VI. New Business:
A. Review of no wake law and signage on the lakes: Moon Beach Camp had a work week and cleared the brush from the sign on one side of the Lake. The sign from Moon Lake to Alma is attached to a tree and will need to be addressed. A new sigh will be purchased for the location entering the channel from Alma Lake to Moon Lake stating no wake hours on Moon Lake are from 5:00 pm to 10:00 am.
B. Plan and Program for June 2014 Annual Meeting and election of commissioners: Chairman Waisbrot reported that one commissioners term is up. Corliss Tischer stated that she will run for re-election. Patrick Goggins from UWEX has accepted the opportunity to speak at the annual meeting. Mr. Goggins will provide his expertise in aquatic ecosystems and the native flora of Wisconsin shores. There will be a lunch provided at the annual meeting.
Future events will be July 12 at Knockers and August 16 at the Twilight.
C. 2014-2015 Budget review and approval: The commissioners reviewed the 300 accounts there were a few minor changes in the line item budget amounts. A new account was created for the newsletter with funds being shifted from miscellaneous to newsletter. The commissioners agreed to allocate $1000 from the general fund surplus to reduce the tax rate and retain the budgeted amounts to meet the needs of the District.
Chairman Waisbrot stated that there are laminated maps still on hand, if anyone knows of ownership change of a property please notify the commission. The maps are excellent for getting to know the area residents.
Chairman Waisbrot noted that he will be appointing additional residents to the social committee and a more concerted effort will be made by the committee to obtain contact information from all residents including telephone numbers and email addresses so we can communicate with the residents more effectively.
D. Future meeting dates: September 14 at 9:00 am at Moon Beach.
