Mike Meyer is a research scientist with the Wisconsin DNR stationed in Woodruff. Beginning in 2007, Mike and partners Dan Haskell (Michigan Technological University) and Brick Fevold (WDNR Science Services) implemented the Wisconsin Lakeshore Habitat Restoration project in Vilas County and Ashland. Additional partners include the Vilas County Land and Water Conservation Department, the City of Ashland, the Alma/Moon and Little St. Germain Lake Rehabilitation Districts, and numerous private landowners and small businesses. The goal of the project is to develop cost-effective methods with which private landowners and municipalities can increase the lakeshore wildlife habitat value on their property while also protecting the water quality of their lake. Mike provided a progress update on the Moon Lake project and how the project was performing in relationship to the overall project objectives. Due to State budget cuts a final report was not available for the meeting. Mike’s presentation and handouts provided significant information for property owners with lake front property.
I. Roll Call: 31 members present
II. Call to order: Chairman Waisbrot called the meeting to order at 1:30 pm.
III. Approval of June 14, 2014 Annual meeting minutes: Motion to approve by Clyde Owen, second by John Mau. Motion carried.
IV. Treasurer’s Report:
Dave Zielinski reported the various aspects of the budget report of fiscal year 2014/2015. Dave provided clarification and answered questions from members regarding tax revenue allocation and budgeted funds. Mr. Zielinski stated that the budget for 2015/2016 would be discussed latter in the meeting. Mr. Clyde Owen moved to accept the Treasurer’s report the motion received a second from Ann Waisbrot. Motion was approved.
V. Committee Reports:
A. Fish Stocking and Habitat
A fish stocking and habitat report was presented by Clyde Owen and chairman Waisbrot. He reported that approximately 1% of the stocked walleye make it to adulthood. They reported that 4569 walleye were stocked in Moon Lake and 2021 walleye in Alma Lake. The fish eggs came from Lake Tomahawk walleye.
B. Water Quality/Level
Mary Platner stated that last year, 2014, the water level was the lowest in twelve years approximately 4 inches above the top of the official elevation monument installed by the USGS in 2002. This year the water level is 28 inches above the monument 2 feet above 2014. Mary also reported on pending changes to the County Shoreland Wetlands laws at the State level. The changes could have a negative effect on water clarity. At this time, Moon and Alma lake water quality remains very good with clarity readings that exceed most lakes in Wisconsin.
C. Web Site:
Commissioner Milt Klingsporn stated that water level diagrams are available and he verified the origin of the elevation monument. Commissioner Klingsporn stated that members have requested local information on the web site. There are links to St. Germain Town Board sites, Vilas County, Recycling, Children’s Museum and several more. He suggested that members review the site for their information needs. Milt received complements from members who have been on the site and found it interesting and helpful. Milt stated that Corliss Tischer was also received training and provides backup as needed.
D. Town of St Germain/Vilas County Committee Updates:
Chairman Waisbrot stated that there were no reports.
E. Lake Management Plan/Report from Wisconsin Lakes Partnership Convention.
Mary Platner reported on the WDNR Fish Sticks Plan and the information available on the WDNR website.
Corliss Tischer requested information from the members regarding items of interest for the News Letter. Members thanked Corliss for the excellent work and the informative and well designed News Letter.
VI. Old Business:
A. Review of the no wake signage on Alma and Moon Lakes:
Chairman Waisbrot provided a report on the condition of the present signs and the work that has been completed. The sign entering the channel from Moon Lake was replaced with a new reflective sign, which should last 15-20 years. Chairman Waisbrot also thanked Ken and Terri Beyer for taking the Secchi Disk readings and water level from Mary Platner. People are encouraged to pass close to the channel markers to maintain a good path in the shallow water, which will be beneficial when the water level drops. There was discussion regarding water hazards and if they should be marked or otherwise identified and if there is any civil liability. Additionally, Mary Platner provided information regarding tethering trees etc. related to the Fish Sticks Program.
B. Crib Brushing Project Completion:
The project is completed and the crib brushing should last between three to five years depending on conditions. Crib Maps are available in hard copy.
VII. New Business:
A. Approval of the 2014/2015 Budget:
Treasurer Dave Zielinski presented the Budget document for discussion and approval. This budget uses the carry over surplus of $1000.00 to reduce the tax levy. The estimated mill rate for the 2015/2016 budget is estimated to be $.16 based on an equalized value of $27,822,060.00. Mary Platner made a motion to unanimously approve the budget. The motion received a second from Clyde Owen. The motion passed.
B. Election of New Commissioner-term of 2018:
The positions up for election are held by Tony Waisbrot and Milt Klingsporn. Both officers have been nominated for re-election. Chairman Waisbrot requested nominations from the floor three times. Hearing no nominations the Chairman requested a unanimous approval of the nominees. The motion was made by Clyde Owen with a second from John Mau. The motion passed.
VIII. Comments from the Lake District Residents/Good of the Lake District/other:
Terri Beyer provided information on the nesting loon pair. She also provided information on the loon watch and asked if anyone was interested assisting in providing information on the nesting loons. Chairman Waisbrot asked the interested individuals contact him after the meeting. Terri also cautioned people to stay away from nesting loons to reduce stress and the possibility of nest abandonment.
Chairman Waisbrot recognized members of the lake district that passed during 2015. Ann Sieble who worked with the district social committee, Doug Pagal, Caroline Eggert and Mary Lou Fricke.
Social Events for 2015 summer are planned for August 22 at 4:00 pm at the Twilight Tavern, and a breakfast in July.
IX. Adjourn Annual Meeting:
A motion to adjourn the annual meeting was made by Corliss Tischer. The motion received a second from Mary Platner. The motion carried. The meeting adjourned at 3:15 pm.
