I. Call to order: Chairman Waisbrot called the meeting to order at 9:07 am.
II. Approval of September 20, 2014 meeting minutes: Motion to approve by Dave Zielinski, second by Corliss Tischer. Motion carried.
III. Treasurer’s Report: Dave Zielinski presented the Statement of Financial Condition report for the period ending May 2, 2015. The fund balance for the period was $19,972.03. The commission reviewed the Treasurer’s report and found the Treasurer’s report in order. Commissioner Zielinski also presented for discussion the money market account. The account does not earn significant interest at this time. The treasurer recommended that the funds be transferred to the regular checking account. When interest rates improve the funds could be allocated to higher yielding account. The Board agreed with the Treasurer’s recommendation, the funds will be transferred to the checking account. The commission will continue to audit the budget and reports at each regular meeting.
IV. Committee Reports:
A. Fish Stocking and Habitat/Alma Lake Crib Brushing Project: Chairman Waisbrot reported that Clyde Owens, Duane Harris, other members and Chairman Waisbrot meet with Steve Gilbert, WDNR, to discuss fish stocking. Last year musky were stocked in both Moon and Alma Lakes. The WDNR recommends that the district continue to stock the smaller walleye with WDNR funds and use district funds for habitat establishment and repair. Chairman Waisbrot was not able to confirm the number of walleye that will be stocked in 2015 for this meeting, we should have them for the Annual Meeting. Fish crib brushing has been completed and should last five years.
Water Quality/Level: The water level is up at this time, however there is no official measurement at this time. Water quality is being monitored, there is no report at this time.
B. Web Site: Commissioner Klingsporn presented a report on the website that provided information on the various metrics that he is able to gather from the site such as the number of visits to a page, new visitors, repeat visitors and what pages were viewed. There are visitors for all over the world. Based on a request at the last annual meeting, Commissioner Klingsporn added links to the Chambers of Commerce in many of the surrounding communities. Additionally, local government entities, Lakeland Discovery Center, Trees for Tomorrow and several more local informational sites. Chairman Waisbrot recommended that a link to the WDNR report on the Moon Beach shoreline rehabilitation project be added to the website if not already available.
C. Town of St. Germain/Vilas County Committee Updates: Representatives to the Moon Alma Lake Protection Rehabilitation District are:
Vilas County, Kim Simac County representative Simac reported on the need for funding for Vilas County from the State of Wisconsin related to tourism and the overall competition for funds. She also educated the commission on the various programs available to support the county and town.
Town of St. Germain, John Vojta. Town representative Vojta reported that the Board has a new chairman. The town has not established committee assignments at this time.
E. Newsletter committee report: Corliss Tischer presented a report on the newsletter. Commissioner Tischer stated that she received a positive response on sending the newsletter via email and believes it will save significant funds for the next news letter.
F. Social Committee Report: Chairman Waisbrot reported that presently there are two members on the social committee, Audrey Lehner and Terrie Beier. Commissioner Tischer volunteered to be on the social committee. Chairman Waisbrot recommended that Corliss contact Audrey. There will be two events this year as in the past. The August event will be at the Twilight Resort and the second in July based on resources.
V. Old Business:
A. No wake signage: No Wake sign will be installed in spring. There was discussion regarding the location of the new sign and placing the Ordinance number SG 6-1-1999 on the new sign the existing signs. The Ordinance is enforced by the Vilas County Sheriff.
B. Loon hatching platforms: Ken and Terrie Beier provided a report on the loon hatching platforms. The platform in the small lake is ok. The black fly problem was not problematic for the loons on Moon and Alma lake this season.
VI. New Business:
A. Website training and improvements: Commissioners Klingsporn attended two training opportunities and Commissioner Tischer had training as well. Having Corliss as a backup will be helpful. There was discussion regarding a Facebook page. Corliss will research and report at a later meeting.
B. Plan and Program for June 20, 2015 Annual Meeting and election of commissioners: Two commission positions will expire in June: Tony Waisbrot and Milt Klingsporn. Both Commissioners will accept a nomination for office. Corliss Tischer made a motion to nominate Tony Waisbrot and Milt Klingsporn for the expiring positions. The motion received a second from Dave Zielinski. The motion passed.
The 35th Annual Meeting will start at 1:00 pm. The keynote speaker will be Mike Meyer PH.D. research scientist with the WDNR station in Woodruff. Dr. Meyer will present a program at the annual meeting on lake shore habitat and its impact on the environment. He will update the district on the Moon Lake project started in 2009 and progress on meeting overall project objectives.
C. Approval of the 2015-2016 fiscal year budget: Commissioner Zielinski presented the draft budget and several line items for discussion. After significant discussion the Commissioners Commissioner Klingsporn made a motion to approved the draft budget with the account changes as discussed. The motion received a second from Commissioner Tischer. The motion passed.
D. Future meeting dates:
June 20, 2015 Annual Meeting at 12:00 at Moon Beach.
Election of Commissioners and committee appointments.
October 24, 2015 regular Commission meeting.
VII. Adjourn: Motion to adjourn made by Commissioner Klingsporn, second by Commissioner Tischer. Meeting was adjourned at 11:20 am.
